US Judge Temporarily Blocks Construction of Proposed Washington Arch

US District Judge Tanya Chutkan has issued a 14-day temporary injunction against the construction of a proposed 250-foot triumphal arch near Arlington National Cemetery in Washington, D.C. The judicial order pauses all preliminary work on the project, which the administration of President Donald Trump had stated could commence as early as Thursday. The ruling stops initial ground clearing following a series of legal challenges against the development.

The court order comes in response to multiple lawsuits filed against the project, including a legal challenge submitted in February by a group of Vietnam War veterans. In court filings, the veterans argued that the 76-meter structure would disrupt the historic line of sight between Arlington National Cemetery and the Lincoln Memorial. That visual axis was created to represent national unification following the American Civil War, according to the legal petition.

Prior to the court order, the National Capital Planning Commission approved the construction plans on Thursday by an 8-4 vote after a nine-hour public hearing. Dozens of public witnesses testified against the proposal during the proceedings. Trump originally proposed the design last year to mark 250 years of United States independence, citing historical models such as the Arc de Triomphe built in Paris in 1836.

The temporary block joins several active legal disputes over presidential architectural proposals within the District of Columbia. On Friday, Trump signed a proclamation designating the Oval Office and the Cabinet Room as a national monument. With the Democratic Party winning control of Congress in the recent midterm elections, presidential construction projects face heightened legislative scrutiny in addition to the pending court rulings.
