
The Expensive Illusion of Botanical Purity
Switzerland spends 60 million francs a year fighting foreign plants. Climate change is making this purist crusade look increasingly naive.

Switzerland is a wealthy nation, and it frequently spends its capital maintaining an illusion of pristine, unchanging order. Every year, the federal government, cantons, and municipalities allocate roughly 60 million francs to wage war against foreign plants. The goal is to uproot so-called neophytes before they disrupt the local flora. Yet, as temperatures rise and native species struggle, this well-funded botanical purism is beginning to look rather naive.
The authorities have recently tightened import controls, alarmed by the ease with which citizens can order exotic plants from China. For organizations like Infoflora, the national data centre for flora, the priority is keeping undesirable vegetation out of the country entirely. Co-director Brigitte Marazzi frames the mission as a matter of strict damage control. She notes that the focus is on avoiding economic and health-related damages as much as possible. There is certainly a valid case for targeted eradication. The North American ragweed, or Ambrosia, triggers severe allergies and is aggressively pursued by the state to the point of extinction.
But the regulatory net is cast far wider than a few allergenic weeds. Switzerland recently banned the sale and distribution of the cherry laurel, a highly popular evergreen shrub. Lea Minzloff from the conservation group Pro Natura justifies the prohibition on the grounds that the plant retains its leaves through the winter, depriving native spring flowers of sunlight. The fear is that woodlands will eventually become monocultures of cherry laurel. It is a classic conservationist argument, rooted in a desire to freeze ecosystems in their historical state.
The climate, however, does not care for historical preservation. Vincent Fehr, an ecologist at the Swiss Federal Institute for Forest, Snow and Landscape Research (WSL) in Ticino, suggests that the traditional binary of good native plants and bad foreign ones is completely obsolete. Native species are already failing under climatic stress. Fehr points to the chestnut trees in Ticino, which are succumbing to disease and heat, leaving massive ecological gaps. He argues that heat-resistant neophytes could step in to stabilize forests and hillsides where native vegetation has given up.
Marazzi concedes that not every foreign plant is a menace. Species that migrate naturally from neighbouring countries due to shifting climate zones are not classified as neophytes; their spread is simply accepted as a biological reality. Fehr advocates extending this pragmatism to more exotic arrivals. He argues that the ultimate objective must be ecosystem resilience, which requires a robust mixture of native and non-native species rather than strict botanical segregation.
The Swiss state system, efficient but often rigidly bureaucratic, may soon find that its eradication budget is fighting a losing battle against ecological evolution. Clinging to an idealized, purely native landscape is an expensive luxury. As the environment transforms, pragmatic adaptation will inevitably have to trump the desire for an untouched alpine garden.
